Sr./Clinical Contracts & Outsourcing Manager

This is a Contract position in Hayward, CA posted July 30, 2020.

Overall Description: Ideal candidate will have a demonstrated track record of success in working collaboratively within a matrix environment with other cross functional groups.

Position will be accountable for the development, negotiation, review and lifecycle management of global Phase I-IV clinical vendor, and site and related ancillary contracts, the management of 3rd party functional service providers/vendors involved in the contract management process.

Ideal candidate has comprehensive experience with RFP (Request for Proposal) process, evaluation/comparison of proposals as well as strong negotiation skills.

Will manage contract activities for multiple clinical development programs within the portfolio, ensuring adequate vendor staff coverage to ensure contracts are completed in an accurate, consistent, and timely manner.

Must coordinate with the vendors and various internal departments to manage and complete the contract process throughout the study lifecycle.

Responds and resolves complex issues associated with domestic and international contracts with support from the appropriate department(s).

This position will report to the Director, Clinical Operations.

Job Duties and Responsibilities: Includes all duties of a Contract Specialist as needed to support the business, plus but not limited to the following: Negotiates directly with vendors for optimal pricing for clinical trial services.

Manages contract activities for multiple clinical development programs, ensuring that there is adequate staff with the skills to complete site and vendor contracts accurately, consistently, competitively, and in a timely manner.

Responsible for management of all global clinical development agreements that may include, but is not limited to, clinical research/investigator, confidentiality, ancillary and vendor master service agreements, single-service and subcontractor agreements.

Identifies and manages contracts risks.

Ensures appropriate mitigation plans are in place and in use and that the risks are communicated appropriately to stake holders.

Provides information to stake holders and management on contract statuses and contract/finance issues.

Assists staff working on contracts in resolving complex issues relating to contract negotiation or management.

Establishes and manages vendor relationships in conjunction with Clinical Operations, and other internal departments as required.

Establishes a robust performance management process and ensures that vendor/supplier performance is understood and measured (e.g., cost control, complexity reduction, simplification, best practice procurement and use of KPIs).

Ensures that agreements comply with company requirements, regarding risk assessment and liability.

Partners with relevant staff to manage vendor/supplier bidding and proposal development (RFP creation and analysis).

Coordinates and manages vendor bid defense meetings and associated follow-up.

Leads contract life cycle management process related to vendor/supplier, and collaborative agreements.

Develops and implements policies, procedures and standardized tools based on identified needs.

Other tasks and responsibilities as requested.

Qualifications: BA/BS degree in business or related field or a combination of college and relevant work experience equaling 4-6 years Biotech/Clinical contract experience required Mentoring/training experience is a plus Grant management system (e.g., Grant Plan, Grants Manager) and/or ClearTrial experience preferred Skills/Abilities: Excellent business judgement, strong written and oral communication skills Strong contract development, management and negotiation skills Ability to apply strong analytical and business communication skills Strong understanding of regulatory and legal issues pertinent to clinical contracts Able to work under pressure: Demonstrates an understanding of deadlines by meeting customer needs promptly, meeting committed timelines and assisting others in doing the same Demonstrates ability to establish reasonable timelines Practices professionalism and integrity in all actions: Shows support for teamwork, cooperation, self-control, and flexibility to get work done Excellent customer service skills Willingness to mentor/train others Outstanding organization and detailed oriented skills Ability to work independently with minimal oversight Proficient in MS Excel and Word 10-15% Travel may be required
